Construction related work and any related enabling works on the road or on the roadway can, in the absence of adequate planning, organisation and implementation, lead to unsafe conditions for workers and all road users, including pedestrians and cyclists. Therefore, a Traffic Management Plan is required to ensure systems are put in place to complete work safely.

Anyone who comes in contact with workplace transport can be injured, for example pedestrians, visitors to the workplace, contractors, visiting drivers, employers, employees and members of the public. The employer is required to develop an effective Workplace Traffic Safety Management Plan.
